This is an instance of the Joomla! Custom HTML Module; one of my favourites. Easy enough to implement too.
Here is all that is required:
- Extensions > Module Manager > New
- Click on 'Custom HTML'
- Set the parameters as required
- Add your content; text, images, video ... you name it!
